This Whistle is in working order. It is marked as follows "??oria Japan". It is too well made to be a toy whistle. Hence, am GUESSING its use to be Military. There is pitting on the top of the mouthpiece, appearing it may have been lying on the ground. It has been polished and is in good condition.
